Northern view of workers building Elmore Square in Terrace Village 1. Terrace Village construction began in October 1939 at a location between Oakland and the Middle Hill District. The last building was completed in September 1941. Terrace Village I and its companion projects, Terrace Village II, Addison Terrace, and Allequippa Terrace, were designed as complete communities featuring swimming pools, athletic grounds, and community centers.
