View of the upper level of Bedford Dwellings, looking west from the east end of the project. The housing project boasts 420 apartments on 18 acres. Bedford Dwellings was the first project created by the Housing Authority of the City of Pittsburgh (HACP). The HACP grew from the U.S. Housing Act signed in 1937 and was the first housing authority in both Pennsylvania and the country. Construction on Bedford Dwellings began in 1938.
