Connecting Bigelow Boulevard and Liberty Avenue, the bridge took one year to build. It was designed by the city's Bureau of Bridges for an approximate cost of $450,000 but built by the Fort Pitt Bridge Works. The cantilevered structure totals 2,100 feet in length.
